I'm attempting to do the following lesson:
Exercise: Create a static HTML web app by using Azure Cloud Shell
The learn.microsoft page states "Sandbox activated" and I'm able to go to the Azure portal and swap to the "Microsoft Learn Sandbox" directory/domain. Clicking the Cloud Shell icon in the top nav bar pops up the iframe on the bottom of the page saying "Welcome to Azure Cloud Shell" and prompting between Bash and Powershell. Regardless of what is picked, is proceeds to a "You have no storage mounted" message with the buttons to Create storage or Cancel. Creating proceeds to fail with the following 403:

Can't create a storage account. Please try again.
The only troubleshooting tips I've managed to find involve clearing cache/cookies, trying in incognito mode, and using a new sandbox instance. Trying in different browsers gave the same error, even trying with browsers on a different PC (including Edge). I let the first sandbox expire and a few hours later started a new one, same errors.
