Win 11 installing even though GPO set to Windows 10 21H2

Hello everybody,
We blocked Win 11 through GPO wich has worked until last firday.
We use local AD Controllers and on prem WSUS.
All clients received those policys.
Settings seem to have made it to registry as well where is says. Product Verions "Windows 10". TargetRelaseVersion and TargetRelaseVersion say "21H2".
Last Friday all Computers got Win 11 offerd for download. I started to worry. Some Computers automatically downloaded Win 11 and one actually started to install Win 11.
No i am really worried since many of our develpoment environments are not tested or approved by their publisher.

We have asked all Useres to block Win updates for 7 days. Which worked so far....
I hope someone can help us find out if we missed something or if it is a new MS thing to push its new product.

    this problem seemed to have fixed itself "automagically"

    it would have been quit interesting what exactly had caused this but its fixed
    and so far no one had the same issues or ideas concearning my problem.

    should someone run into the same problem i will be glad to help and compare our settings.
