You can make a group of user first whom you want to apply for MFA
then simply create a conditional access policy for that group.

I need some help in setting up MFA for Guest accounts. How are you guys doing this? Are you doing this per user MFA or conditional access? With Conditional Access I guess would be because a lot of these users do not have an office and work remotely. This is different to say a permanent office location where you can apply MFA to all users but exclude trusted locations. I guess a trusted named location would also be tricky because the Internet IP could change.
It sounds like I need to use the per user MFA option. Is this what people are doing?
