Cannot start credential manager service because of insufficient resources

i am having issues with user accounts and i see credential manager service stopped. when i try to start it, it says error 1450: insufficient resources exist. when i tun DISM /Online /Cleanup-Image /CheckHealth, it says No component store corruption detected. I have played around with PoolUsageMaximum and PagedPoolSize vakues with no solutions. I see ‘LocalserviceNoNetworkFirewall’ consumes high memory 600 MB memory. any help is much appreciated. “Net start VaultSvc” to start the service failed as well.

    It may be that an application or service is taking up a lot of memory and causing the problem.

    Hello

    This error may be related to the next issues:

    • The operating system is 32-Bit (Like Windows 7 32Bit) and there is an issue allocating memory if the RAM installed is more than 3GB. The recommendation is to perform an upgrade to Windows 10, as Windows 7 is a product out of support
    • Antivirus / Antimalware software is monitoring some unnecesary system paths which prevent memory allocation from pagepool. Please run a clean boot in order to discard or confirm:

    • Windows Firewall may be handling too much connections. For this please apply the next change in registry:
      Path: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\LanmanServer
    • Check the integrity of performance with MSDT. From a command line, go to the path C:\Windows\system32 and run:
      MSDT /id PerformanceDiagnostic
      MSDT /id MaintenanceDiagnostic
