we have huge data of accounts we would like to migrate from legacy to adb2c.
I was wondering if MS has an option that we drop off the data (about 30million records) in a hardcopy way (hardisk etc) in a MS Data center or office, where MS can upload the entire set help us migrate ?

We know all about seamless migration. But we would need an answer to the above please .

Sorry I thought there is only data migration so you can use Azure Databox, however for users migration to Azure B2C you will have to use the Microsoft Graph API and custom scripts more details here - user-migration

Hi,
It might be difficult to estimate on the time that it will take to migrate, I will suggest you carry out a trial migration of x amount of users for test and note the time. It might also depend on the Network bandwidth, Azure DC load etc.
