Register for the Microsoft Windows Hardware Developer Program failed with error message "The certificate has already been used for registration"

Our team was able to sign our drivers back in April 2022. When we tried to login in June 2022 to sign our drivers, the option to upload our driver is missing and we're prompted to register for the hardware developer program again.
Follow the steps on this page, we're not able to get past step 5 after uploading the signable files.

We keep getting this error "The certificate has already been used for registration". We've been in touch with Microsoft support since August 1. It's been 30 days and the support team hasn't figured out what's causing this issue.
Is anyone else on the forum having this issue?

Go to Contact us, find Non-Technical Support - Dashboard and choose CHAT NOW or SUBMIT AN INCIDENT. You could talk to the store team directly and confirm this behavior.

Got in touch with the engineering team and they said that their team is still investigating. Sounds like they're stuck because they've been investigating for 3 months.
We're starting to brainstorm alternative ways to register. Do you know if the registration process uses the organization name for verification? Can we change the certificate of our organization name from "ABC INC" to "ABC Incorporated" to fix this issue?
