The situation you are describing is actually two separate activation problems: the Windows Server OS license itself, and the RDS CAL migration. Both require different handling, and unfortunately, neither can be completed entirely through a self-service web portal without Microsoft’s involvement. However, there are precise paths you can take that avoid voice calls.
For the Windows Server activation issue, the error you are seeing when the product key is rejected usually indicates either a mismatch between the edition installed and the key you own, or that the key has already been consumed and needs revalidation. First, confirm the edition installed by running winver or checking under Settings > System > About. If you installed, for example, Windows Server 2022 Standard but your key is for Datacenter, activation will fail. If the edition is correct, you can force reactivation using the command line:
slmgr.vbs /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX to reapply your key, followed by slmgr.vbs /ato to attempt online activation. If this still fails, you can use the Volume Activation Management Tool (VAMT) which allows activation over HTTPS without requiring a phone call. VAMT is part of the Windows Assessment and Deployment Kit (ADK) and can be installed separately. It communicates with Microsoft activation servers via TLS, so it works in environments where voice support is not possible.
For the RDS CALs, the migration is more restrictive. CALs are tied to the RDS Licensing Server, and after a reformat you need to reinstall the RDS Licensing role, then re-add the CALs. The only supported way to reissue CALs after a server rebuild is through the Microsoft Clearinghouse. Normally this is done via phone, but Microsoft also provides a web-based support form specifically for RDS CAL reinstallation. You can open a support case through the Microsoft Volume Licensing Service Center (VLSC) portal. Log in with the account tied to your CAL purchase, go to “Licenses” > “Relationship Summary” > “Product Keys,” and from there you can request CAL reinstallation. If you cannot access VLSC, the fallback is to use the Microsoft Support web form for Remote Desktop Licensing, which allows you to submit the request in writing and receive the reissued CAL pack electronically. This avoids the need for a phone call.
In short:
Verify the installed edition matches your product key, then use slmgr or VAMT for online activation of Windows Server.
For RDS CALs, reinstall the Licensing role, then request CAL reissue via VLSC or the Microsoft Support web form. The Clearinghouse will respond by email with instructions to reapply your 50 CALs.
There is no supported method to bypass Microsoft’s validation for CAL migration, so the web form is your only non-voice option.
