This seems to be a reported problem. Based on my research, no update has been rolled out for this issue. You can first try the following steps to resolve this problem:
- Make sure Windows Server has all the latest updates.
- According to Users' statement, these "ghost" sessions are random, disconnected sessions. You can configure session time limits to ensure that idle or disconnected sessions are automatically terminated. The operation is as follows:
- Run 'gpedit.msc' to open the local Group Policy editor.
- Navigate to Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Session Time Limits.
- Set the appropriate policy for Set time limits for disconnected sessions.
In addition, you can review the event log as the issue occurs, specifically the Event Viewer log under Microsoft > Windows > Application and Services Log > TerminalServices-LocalSessionManager. Events for these particular sessions can be recorded here. Please enable the options below before viewing.
