Azure Database for PostgreSQL: Regional Provisioning Issue in Germany West Central

Problem description

I am unable to create a new Azure Database for PostgreSQL flexible server in the 'Germany West Central' region. Attempts via Pulumi and the Azure Portal have failed. The error message in the Azure Portal is:

Subscription 'subscription-name' is not allowed to provision in 'Germany West Central'.

The error message for Pulumi is:

azure-native:dbforpostgresql:Server (epaper-postgres):
    error: Status=400 Code="ParameterOutOfRange" Message="The value of the 'Version' should be in: []. Verify that the specified parameter value is correct."PostgreSQL Flexible Server provisioning is restricted for this subscription in germanywestcentral

Environment

Azure Database for PostgreSQL flexible server in the Germany West Central region.

What I've already tried

I attempted to create the server using Pulumi (infrastructure as code) and directly through the Azure Portal. No ARM template samples or deployment logs have been shared. The resource provider is registered, subscription quotas are available, no policies restrict the provision and no incidents were observed.

I've tried to create a Support Request, but the AI sent me here and doesn't let me request a clearing from Azure support for the Germany West Central region.

Current status

I am seeking assistance to diagnose the cause of the provisioning failure and to identify any regional or subscription limitations that may be preventing the creation of the server.
