Creates a logger description from given data

The class name for the logger.
- loggerAssemblyName

The assembly name for the logger.
- loggerAssemblyFile
- String
The assembly file name for the logger.
- loggerSwitchParameters
- String
A string of logger parameters, null
if there are none.
- verbosity
- LoggerVerbosity
The verbosity switch for the logger.
Note On the command line, all loggers get the same verbosity level.
