Creates a zero-length tracking point that is similar to a zero-length marker.

[in] Character index within the line (must be <= length of line)

[out] The IVsTextTrackingPoint that is inserted.
Return Value
Type: System.Int32
If the method succeeds, it returns S_OK. If it fails, it returns an error code.
