Remarks
For SBF_OPERATION_BUILD, projects recompile results even if they are not out of date. For SBF_OPERATION_DEPLOY, the content is recopied to the deployment target even if it is known not to be out of date at the target.
The SBF_SUPRESS_ elements are UI suppression flags; if they are set, the default answer is automatically chosen. The rest of the elements are flags used to control which operations the solution update manager performs as part of its operation.
