PagedCodeAtPowerTrans rule (wdm)

The PagedCodeAtPowerTrans rule specifies that a driver should not call PAGED_CODE while responding to a system IRP_MJ_POWER Irp (IRP_MN_SET_POWER) and to a device IRP_MJ_POWER Irp (IRP_MN_SET_POWER).
