How to create a report that shows number of trained individuals vs total population to be trained

Question

I am trying to create a visualization report that shows the total number of individuals required to attend a training and those who have completed the training. I've tried to create the report using the staked column chart but it only displays the individuals who have completed the training. For some reason I cannot seem to figure out how to display the total in scope or required users with this view.
