How to prevent pictures from being blocked in Outlook for emails from a specific sender?

I know that this can be done via group policy and powershell, but i'm hoping there's something in Exchange Online (or elsewhere in 365) that can do it more simply.
We want to add/whitelist a single external address. The only requirement is that pictures in emails from this sender won't be blocked in Outlook.
Normally a user would just add an address to the safe senders list in Outlook, and then that senders emails will never have their pictures blocked.
Can this be accomplished on the backend somehow, or are we limited to group policy or powershell?

    Outlook uses the safe sender list for this. You need to add the email address(es) that you trust to this list and then it won't block them.

    I'm unsure what your concern is, and I'm not an Exchange admin, but the docs say you can set all this up in Exchange Online Protection as discussed here. It appears there is a UI for that.
