Does this issue occur in Outlook desktop client?
If so, in order to further confirm if the issue is related to Outlook client, please try to log in to web mail and check if you can receive emails successfully.
If the issue only occurs in Outlook client, what's the version of your Outlook? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook to the latest version. And then please try the troubleshooting steps mentioned in this article: I can't send or receive messages in Outlook.
