ALL RESTRICTED APP PACKAGES again

Lets try this one more time.

I want to repair my system, but without having access to ALL RESTRICTED APP PACKAGES permission I cannot give complete access to do so. How do I add it myself in file permission?

    I figured it out. Launching separate booting of Windows pre installation environment and renaming, naming and moving files to directory already with that permission to put those permissions more forward to root directory, so that it can always be managed and I have full access.
