If they are receiving the message, "You're not eligible for Azure for Students", there are a few things that could trigger that error.
- They already signed up for a free offer in the past and are ineligible
- They are using the Chrome browser. (I know there have been issues with Chrome in the past. I believe these got resolved, but it still might be worth switching browsers to confirm.)
- If the students are not local, it may not be available in their country. They could try changing regions or connecting with a VPN.
If your a student, you can look into Azure for Students, which doesn't need a credit card: https://azure.microsoft.com/en-us/free/students/
