I do want individuals to be able to enter new rows and/or edit data in cells on existing rows
If you use "Protect Sheet" feature in Excel to protect locked cells, you can let users insert new rows in protected area, but users can not edit data on these locked and protected cells.
'Insert Rows' is one of 'Allow all users of this worksheet to' options, but editing cells isn't a choice, which is determined by the locked or unlocked status of the cells.
