Looks like your case is related to Hotmail, please kindly understand that the Outlook tag here we mainly focus on general issues about Outlook desktop client. Based on my research, i found an official article mentioned how to recover those items if they're still in your Deleted Items or Junk Email folder, and in some cases you can even recover items after the Deleted Items folder is emptied.
