Deleting & Blocking Emails in Outlook/Hotmail has changed?

Used to be able to click a dropdown link in Outlook and easily select rule that not only sends new emails from a specific email address to my "Delete" folder but also moves any existing emails from that address in my Inbox to the "Delete" folder.

Since a recent upgrade, I can't find that same functionality. I see where I can send new emails from a specific address to the "Delete" folder, but not where I can also have any existing emails from that same address moved to the Delete folder...

Does anyone know how to do that in this newest upgrade?

    Does this issue occur in Outlook desktop client or Outlook Web App?

    As i know, in Outlook desktop client, we can access rule settings through the below two ways:

    1.Home tab>Move group>Rules:

    2.File>Info>Manage Rules and Alerts:
