Applying DiskEncryption Set for VM problem - VM greyed out

VM is greyed out and I can't apply DiskEncryptionSet as in the below documentation

Can anyone please advice if they have seen anything similar? thanks

    Check out the neccessary permission is in-place over the Azure Resources to apply disk encryption set. Check out on powershell command in step by step to eliminate the access issues if the DES used accross Subscriptions..
