azure api management service updating status for almost 12 hours

I do not see a status or health issue with api management yet my developer portal is not accessible and part of the apim config ui is not showing. I also see the apim status shows updating since about 12 hours ago.

It appears that APIM instance is stuck in updating state and this requires investigation of the backend logs to find the cause and mitigate it. Bryan Smith 5 Reputation points2024-06-29T22:56:52.5033333+00:00 I am experiencing the same issue as well. Unfortunately, this is on a developer SKU and support is not available. What are we suppose to do in these instances? I do not mind destroying the APIM and recreating with Terraform, but I cannot even delete it because of it being in a stuck state of "Updating".
I would appreciate any suggestions.
Also, why would MS not give you the ability through the portal, AZ CLI, API, anything, to stop, kill, destroy the instance??
