Can't create App Configuration with free tier SKU

Hi,

I can't create the app configuration service with a free tier SKU.

The error is:

But this is the first App Config I create in this subscription.

    We apologize for any inconvenience this experience may have caused to you.

    There is an ongoing issue on our side that can cause customers to see this error even if there isn't a free store in their subscription. Our Product group is actively working to resolve this issue at the earliest. Since this issue is not persistent at the moment, please note that retrying after some time may resolve the issue.

    I shall keep this thread up to date with any status updates on our side.

    We'd like to let you know that a fix has been identified for this issue and is being rolled out. The roll-out would be progressive so it may take a while before it is available in all regions.

    I'll post an update once the roll out is complete.
