What are the permission required to create and design the communication site in SharePoint online?

Hi,

I want to know what are the permissions required to create and design the communication site in SharePoint online. As in my scenario I want to use custom theme and for this I am using powershell scripts and I found we can add color theme on the tenant basis. And to design I am using SharePoint framework application customizer.

To create a communication site, you need to be a SharePoint administrator. Here's an article on creating communication sites in SharePoint for you to refer to: Create a communication site in SharePoint.
