How to provision a Wi-Fi profile via a website ?

Context -

We are trying to implement a feature in our system using the above concept. Basically, we have a website with an anchor tag (<a>) that serves a WLAN profile to the Windows system.

Issue -

The WLAN profile is not installed properly in the system. This is the same sample profile provided by Microsoft in the above link and it is still not able to download the file properly.

Furthermore, the install plugin itself in the above link for the demo installation of the profile does not work either, it throws an invalid certificate error, although the profile is being provided by Microsoft itself.
