On SharePoint 2019 OnPrem - How to resolve the error Exception from HRESULT: 0x80131904?

I just uploaded a large Document library into my SharePoint site. When attempting to update the permissions for the library I get this error screen below. I even get it when trying to delete the document library. What would be my best options for resolving. Please provide screenshots if possible as I am new to this issue.

    The error message HRESULT: 0x80131904 is related to SharePoint list view throttling issue. Please firstly try adding indexes and editing the list view as said in this article: Manage large lists and libraries to improve performance.

    If this issue still persists, please try finding the related ULS logs according to the Correlation ID in the screenshot you attached. This may help us go on further troubleshooting.
