This looks like an issue with firewall blocking access. Could you please review with your networking/security team to ensure that the URLs mentioned in the following link are added to allow list,
Allow the Azure portal URLs on your firewall or proxy server

- Where do you see this issue? Can you please share the entire screenshot to help us understand the exact location in portal?
- Also, can you share the complete steps where you see this issue?
- Are you seeing this issue from all the machines in your network and for all users?
