Unable to update DOT NET Framework 4.7.2 from DOT NET Framework 4.6.2.

I am trying to update DOT net framework from DOT NET Framework 4.6.2. to 4.7.2 but I am unable to. I am getting the following error HRESULT 0x800f081e. This is on Windows server 2016. I need to install DOT NET Framework 4.7.2. In order to install SQL 2022.

It is recommended that you install .NET Framework 4.7.2 by installing the Windows update.
Check .NET Framework 4.7.2 is available on Windows Update, WSUS and MU Catalog to find and install the appropriate Windows update.

Please try the .NET Framework 4.7.2 offline installer for Windows.
Also consider using the built-in Windows Update Troubleshooter to automatically detect and fix issues with Windows Update.

2024-02-29T13:41:48.7666667+00:00 @Jiachen Li-MSFT That is correct. I am receiving the same error message with the same error code. I also tried the DOT NET Framework repair tool and that did not work.
Upon checking HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\ComponentDetect I noticed there are no keys. The folder is empty, I'm wondering if it's related?
I'll try the new download you provided and see if that works.
