According to your statement, your colleague are facing with a NCSI issue.
Network Connectivity Status Indicator (NCSI) is a feature that helps to provide a visual display of the current network connection status. It tells if network connectivity exists and if it's Internet or local-only. The symbol of the unconnected world always comes with description :Connected (No internet).
To troubleshoot this issue, please kindly:
1.Open Event Viewer.
2.Expand Applications and Service Logs > Microsoft > Windows > NCSI.
3.Right-click NCSI, select View > Show Analytic and Debug Logs.
4.Right-click on Analytic under the NCSI folder, select Enable Log.
A dialog box may notify you that you may lose Analytic and Debug log events when logging is enabled. Select Ok to proceed.
5.Please kindly reproduce the issue when debug log is enabled and see if there's any indicator.
