CLUSTER SERVICE NOT STARTING AND CLUSTER REGISTRY MISSING

After upgrading my SQL Server OS from 2016 to 2019, my failover clustering feature is not working, the cluster service has stopped and is disabled, even after trying to bring it back up, it is giving the error " Couldn't find file specified". the worst part is i have tried to uninstall and reinstall but i still have the same error, i also noticed that the cluster key on HKLM is no longer there even when you try to uninstall and reinstall. I have tried running the cluster cleanup command, sfc scan now command, clear-cluster node command but it is not removing the cluster. i don't know if there is any lingering folder i need to clear up I really need help.

    Have you actually tried uninstalling and reinstalling the Failover Clustering feature?

The clustered servers (called nodes) are connected by physical cables and by software. If one of the cluster nodes fails, another node begins to provide service (a process known as failover).
