may be is the problem with replication AD, try to force the replication AD wth : repadmin syncall /APed and test , try to change the navigateur web and delete cache web , check also if outlook in th web for this user is enabled in ECP recepient and is not disabled
also the problem is only with owa or owa and outlook app ?
try to open owa in the server exchange where the database is mounted
