How to fix sign-in error code 530004 when a guest users tries to approve a sign-off request?

I shared a file with an external user/guest user. This person can access this file. However, when I ask for a sign-off on this file via the workflow, this person gets the error: "AADSTS530004: AcceptCompliantDevice setting isn't configured for this organization. The admin needs to configure this setting to allow external users access to protected resources".

How do I fix this?

    As per my knowledge, this issue is caused by something wrong in the AAD backend which normal users have no access to troubleshoot it. Your best is to probably open a support case. MS support will help you check from the backend.
