    Hi @Diane White

Is there a way of downgrading SQL Server 2022 to 2016?

No, it is not possible to directly downgrade from SQL server 2022 to 2016.

Normally, you could make a complete back-up and then restore that on old version.

If you have purchased the SQL Server 2022, then you are able to downgrade the server for up to two previous versions (either SQL Server 2019 or SQL Server 2017).

For detailed information about the license issue, you can call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist. Or you can go to Volume Licensing Service Center support. Please choose region/language and choose to call or have web.

    Best regards,

    Cosmog Hong

It is absolutely impossible to downgrade SQL Server and this has nothing to do with licensing; it's simply impossible.
