I used a personal account (outlook account) on my device to test the problem you described. I also set "Open tabs from the previous session" in Edge settings. Then, I reproduced the same problem (including a new tab) as you. As you know, this situation does not occur in the work account. However, I think that since Edge (from Edge stable version 120) has only recently provided workspaces for personal accounts, it is in the initial stage of development. So, I can't tell you for sure whether this is by design or something else. My only suggestion is that you can click "dislike" in the workspace to submit feedback.
