You can install Service Pack3 directly. After installation of SP3, I would also recommend that yoy apply CU4 for SP3.
Towards upgrading SQL 2014 to 2019
We are brim of making upgrading Windows Server as well as SQL Server.
Currently we are having SQL 2014 RTM, Enterprise Edition in Windows Server 2012 R2
We purchased license for SQL 2022, Enterprise Edition and on process of purchasing license for Windows 2022 DC.
Plan is to upgrade WS 2012 R2 to WS 2019 DC in the first place and then to upgrade the SQL 2014 to SQL 2019. Later towards 2022 in both.
But, as per it is mentioned in MS site, SQL 2014 should be of SP3 in order for it to be supported by WS 2019 DC.
Need assistance in how to proceed with upgrading SQL 2014 RTM to SQL 2014 SP3 within WS 2012 R2. Will direct upgrade to SP3 version would do? Or should we need to install all the CUs and SP1 & SP2 in order to reach SP3? Kindly help us. - Thank you!

To upgrade SQL Server 2014 RTM to SP3, first, ensure you have recent backups of all your SQL Server databases.

Download the SP3 installer from the Microsoft Download Center, making sure to select the correct version for your system.
Run the installer, choose "Upgrade" during setup, follow the on-screen instructions, and accept the default selections.
The SP3 installer includes previous updates, so you don't need to worry about them separately.
After upgrading to SP3, you can migrate to newer versions like Windows Server 2019 and SQL Server 2019, or directly to SQL Server 2022 if your license permits.
