I'm trying to get some info appear on the logon screen. It doesn't seem to work. Am I understanding this feature wrong?

I have win 10 enterprise. Only setting this registry entry gets results:

HKLM\SOFTWARE\Policies\Microsoft\Windows\Personalization LockScreenImage c:\users\public\desktop\bginfo.bmp

Setting this has no effect, which is what bginfo does:

"hku\.default\control panel\desktop" wallpaper c:\users\public\desktop\bginfo.bmp

Ok, I'm running it as a group policy startup script, but the logon screen is black, with a big white font.
