You're not eligible for an Azure free account

I have created azure portal account with free sub but for some reasons my bank card didn't work after one month free 200$ trial and MS charged me some fee when they found my card is not working they get me into not eligible user list. How can I resolve this issue because I am new to Azure and in learning of this portal.

I have created new account and entered new card but still i am not allowed to get free subscription.

    if you get the "not eligible" message please take a look here:

    You see the message 'You are not eligible for an Azure subscription'

    Please be aware the Azure account profile and the credit card details will be verified if you already registered for an Azure free account.

    If you're a new customer, Azure offers a 12-month free trial period. However, if you've already taken advantage of this offer, you may not be eligible to sign up for another free account.

    It appears that you may have already registered for a free Azure account using this email address. Each email address permits only one free Azure account registration. If you have previously signed up with this email address, you will not be able to create another free account using the same email.

    Invalid or incomplete sign-up information may be the issue: To verify your identity and eligibility for a free account, Azure requires specific details. If you didn't provide accurate or complete information during sign-up, it may have prevented your account from being approved.

    Country or regions restrictions may apply: Azure's free account offer is only available in select countries and regions. If you're located in an area that's not eligible, you won't be able to sign up for a free account.
