I want to follow up regarding the above question. I have not heard back from you since my last comment.

Yes, as long as the sync'd groups created as security groups you can be used

Additional info:

To sync users from the local AD to Azure you will need to use Microsoft Entra Connect and set up the synchronization and authentication. Directory synchronization with Microsoft Entra ID - Microsoft Entra | Microsoft Learn
