What happens when you set the same GPO to Not configured instead of 'Disabled'?
Remove printer button missing from Windows 11
The remove button for deleting printers seems to be missing from my end user's devices, in Windows 11. The only group policy I could find that would do such a thing is disabled. (prevent users from removing printers) Is there somewhere else I am missing?

By following the steps in the link, you should be able to completely delete the printer on Win 11.
