Where can I get help with my Skype account?

Question

I've had a Skype since before Skype was acquired by Microsoft. After Microsoft acquired Skype, I inappropriately created a Skype account which involved a mandatory Microsoft email address. I no longer want or use that Microsoft aligned Skype account, but I still have the original Skype account which holds an account balance (now absorbed into the Microsoft ether).

I no longer require the Skype account with the MS email address, but I would like to get my account balance back, or at least apply it against the account which Microsoft, in its infinite wisdom has disabled.

I can no longer access the Skype account which has a balance of hard cash against it, but Microsoft seems to believe that money belongs to them.

P.S. The Skype for Business Tag above is the only tag I could find that would allow my post to be created. My query is not specifically related to business, but there is an outstanding monetary amount and an inactive Skype account involved behind this query.
