Device collection not update

Recently I upgrade some Windows 10 clients to Windows 11, after upgrade, the clients do not move from Windows 10 collection to Windows 11 collection, I tried to update the membership on the Windows 11 collection. The collections use a query evaluation based on the OS version.

Any idea what could be the reason?
