Share point online and share point plan 2

When i tried to send api request to share point i get response error snd bad request

  1. i have share point plan 2
  2. assigned the share point plan 2 to the user account
  3. the user account is admin in tenant account and have his share point site
  4. the user account creates site on azure and he is admin in the tenant and azure

i think may be share point plan 2 is not share point online

but when i sheared in admin center market place i didn't find share point on line

also i cant find it in my products to select it or purchase
