Plan 1: Please open your Azure portal and navigate to the Azure Webapp that corresponds to that Bot Service. Then try restarting the webapp and then test the bot again.
Plan 2: Please navigate to the channels tab in the Azure Bot Service and check if there are any issues for webchat as shown below:
Click on the issues and check if any errors.

Open the Azure Web App and click on the Diagnose and Solve problems
then click on the Availability and performance
as shown below:
Change the time frame accordingly and click on each of the highlighted sections and check for any errors during that time range:
