Cannot Open A Specific URL In Microsoft Edge

On opening the Microsoft Edge browser from Windows Start button, I want to always open a webpage by default (for example, "https://localhost/service").

Below are the system details on which I am trying the above mentioned scenario:

Windows Version: Microsoft Windows 10 Version 21H2 (OS Build 19044.3930)

Microsoft Edge Version: 126.0.2592.81 (Official build) (64-bit)

As per the following link, there are two registries namely, RestoreOnStartup and RestoreOnStartupURLs with which this behaviour can be achieved:

We tried this solution and it did not work and edge:\policy says "This policy is blocked- its value will be ignored".

After carefully, going through https://learn.microsoft.com/en-us/DeployEdge/microsoft-edge-policies , I could see the below information for RestoreOnStartup as well as RestoreOnStartupURLs:

This policy is only available on Windows instances that are joined to a Microsoft Active Directory domain, joined to Microsoft Azure Active Directory, or instances that enrolled for device management. On macOS, this policy is only available on instances that are managed via MDM or joined to a domain via MCX.

This means we cannot apply this edge policy to stand-alone systems.

As per our project requirement, it has to be done via registry or group policy settings.

Please let me know if this is an expected behavior which cannot be changed or is there any safe way by which my requirement can be fulfilled.

    Yes. If your device is not in the domain, deploying these two policies will not work. However, as "stand-alone systems", You can set the function to turn on a specific URL on the settings page of the Edge. Please refer to the following steps:

    1. Type "edge://settings" in the Edge address bar.
    2. Find "Start, home, and new tabs" in the left navigation bar.
    3. Then select "Open these pages:" and add the pages you want Edge to open when it starts.
