Maybe WineVDM can be the solution for you. I have just bumped into a video about it. It worth a try.

16-bit applications aren't supported running on Windows 11.
The only option is to give it a try with using a 3rd-party emulator.

Thanks for your post. Please understand that Windows 11 only have a 64-bit version and you cannot run 16-bit applications directly on Windows 11. As a workaround, you use emulator such as DosBox for running 16-bit programs.
