Hi,
We have 2 AD site, both sites have exchange server 2019 (no DAG) and mount different DB. The primary site has internet access but the secondary site didn't.
Now we plan to migrate mailbox to Exchange Online and will setup the Exchange Hybrid in primary site. When we migrate the mailbox in secondary site, can it migrate to EXO directly? Or we need to move the mailbox to primary site Exchange first?

Do you know if the secondary site is in China, we still can migrate mailbox to global EXO directly?

Based on your description, I understand that you want to migrate mailboxes in a secondary site which does not have Internet access. It will have some impact on the direct migration to Exchange Online .
Direct migration to EXO may be limited if the secondary site does not have Internet access. Migration to EXO usually requires a stable Internet connection. Here are some solutions to your problem:
1.You can migrate mailboxes from the secondary site to the Exchange server at the primary site, and then migrate from the primary site to EXO; this method ensures that all mailboxes are migrated over the primary site's Internet connection.
2.You can use migration tools provided by Microsoft, such as the Hybrid Configuration Wizard (HCW) or other third-party tools that support multi-location environments to perform the migration.

As I said, I will run the HCW in primary site exchange server which have internet access. Then, for option 2, how to configure the HCW to migrate mailbox from secondary site?

Before I provide you with the Hybrid Deployment configuration methodology, I would like to check with you to make sure that you really want Hybrid Deployment. Hybrid Deployment is an architecture that combines local deployment and cloud services, enabling organizations to extend the functionality and management control of their existing on-premise Microsoft Exchange organization to the cloud. With Hybrid Deployment, organizations can provide a tight experience and management control between the local Exchange organization and Exchange Online. To learn more about the implications and capabilities of hybrid deployments you can refer to this document: Exchange Server hybrid deployments | Microsoft Learn.
At the same time, I would like to confirm with you whether you are planning to keep your local servers or not, if you are not planning to keep your local servers then we don't recommend you to go for a hybrid deployment because the main advantage of a hybrid deployment is that it combines the functionality of both the local and the cloud to provide a better experience to the users.

Yes. We will deploy hybrid environment.
The primary site is in HK and secondary site is in China. We will migrate half of the user to cloud and the others will remain in on-perms exchange server.
In fact, we want to setup hybrid server in secondary site (China) as most of the mailboxes (will migrate to cloud) is located in this site. But we afraid the network is not stable so may setup hybrid in primary site (HK)

To understand your issue better, could you kindly explain “The primary site has internet access, but the secondary site didn't”.
However, you can setup hybrid server in primary site (HK) if there is no Internet in secondary site (China) is what you mean. Then you should be able to move the mailbox to EXO successfully.
