Based on your description, I want to confirm if you are wondering is there a limitation to email threads that can contain a 3 or 4mb attachment per day for a year?
However, Exchange Online does not specifically cap the size of an email thread, but there are limits on individual emails which is not what you asked for as you mentioned. Based on my experience, if each email in the thread is under this limit, there shouldn't be an issue for a considerable amount of time.
But please note that the standard mailbox size in Exchange Online is usually around 50 GB, though this can vary depending on the specific subscription plan and the long-time email threads should not over the storage limit.
For question 2, when a user replies to an email thread, the previous emails in the thread are usually included in the body of the new email. This means that each new email essentially contains a copy of the entire chain up to that point.
Therefore, it is highly recommended that you can consider archiving older parts of the email thread and starting a new thread periodically or use a SharePoint or OneDrive for attachments and include links to these documents in the email thread instead of attaching them directly.
