If you have turned on Optimize taskbar for touch interactions when this device is used as a tablet, it can also cause the taskbar to auto-hide regardless of this Automatically hide the taskbar setting.
To address this, you could try the following steps:
- Open Settings: Press
Win + I
to open the Settings application. - Navigate to Personalization: Select "Personalization" from the options.
- Go to Taskbar Settings: Click on "Taskbar" in the sidebar.
- Turn Off Optimize for Touch: Look for the option "Optimize taskbar for touch interactions when this device is used as a tablet" and toggle it off if it's on.
Once you've done this, check if the taskbar still auto-hides. If it does, you may want to ensure that the "Automatically hide the taskbar" setting is disabled.
