Windows Updates Stuck at 0% Downloading from CMG, Error :Delivery Optimization: Download of a file saw no progress within the defined period.

Hi Team,

We are experiencing an issue where Windows updates are stuck at 0% while downloading from the Cloud Management Gateway (CMG). This issue has persisted for the past few months with several workstations in our Microsoft Configuration Manager (CM) environment. Occasionally, the updates download successfully after retrying (running the Software Update Evaluation), but this problem remains intermittent.

Notably, .NET Framework updates download and install without any issues. The problem seems to only affect Windows security updates.

Environment Details:

Configuration Manager Version: 2403

Configuration Manager Client Version: 5.00.9128.1007

No proxy configured at client end

Issue details:

Error Code: 0x80D02002

Error Description: Delivery Optimization: Download of a file saw no progress within the defined period.
